Diocese Rankings
Each diocese gets a score out of 100 built from its ranked councils combined: percent of combined membership goal (50 points), percent of combined Founders' goal (10), percent of required forms received (30), and percent of councils OYP compliant (10). Goal percentages are capped at 100%. Suspended councils are not counted.
What the score measures
Every council gets a score out of 100 points, built from three things the State Council cares about: growing membership, promoting the Founders' program, and keeping paperwork and safe environment requirements current. Councils are then ranked from highest score to lowest, statewide and within their tier.
The seven metrics
| Metric | Points | How it is calculated | Why it counts |
|---|---|---|---|
| Membership goal attained | 35 | Percent of the council's membership goal reached, times 35. Capped at 100%, so a council at 250% of goal gets the same 35 points as a council at 100%. | Growth is the core of STAR. Using percent of goal lets a small council compete with a large one. |
| New members (raw count) | 15 | The council's new members this year, divided by the most new members any ranked council has, times 15. The state leader gets all 15. | Rewards councils that bring in large numbers, since the 35 points above stop at 100% of goal. |
| Founders' goal attained | 10 | Percent of the Founders' Award goal reached, capped at 100%, times 10. | Recognizes councils promoting the Order's insurance and fraternal benefits program. |
| Form 185 (Officers Chosen) | 7.5 | Received = 7.5 points. Not received = 0. | Confirms the council has elected officers on record with Supreme. |
| Form 365 (Program Personnel) | 7.5 | Received = 7.5 points. Not received = 0. | Confirms the council has named its program leaders. |
| Form 1295 (Annual Audit) | 7.5 | Received = 7.5 points. Not received = 0. | Confirms the council's books have been audited by its trustees. |
| DD Form 944 | 7.5 | Received = 7.5 points. Not received = 0. | Confirms the District Deputy has filed his report on the council. |
| OYP Compliant | 10 | Compliant = 10 points. Not Compliant = 0. | Safe environment compliance is required for any council working with youth. |

Tiers
Tier 1 (larger): councils with a membership quota of 6 to 15.
Tier 2 (smaller): councils with a membership quota of 5, the statewide minimum.
Both tiers use the same scoring. Tier rank compares a council only with its own tier. State rank compares it with every ranked council in Wisconsin.
Ties
When two councils have the same score, the order is decided by, in this order:
- Most new members this year
- Most Founders' gains
- Fewest members still needed to reach goal
- Lowest council number
Not counted
Suspended councils (status S) are not ranked.
Form SP-7, Form 1728 and the Columbian, Founders and Star award columns are not scored, because no council has completed them early in the fraternal year. They may be added later.
Fastest ways to move up
Any missing form is worth 7.5 points, and becoming OYP Compliant is worth 10. For most councils, finishing paperwork moves them up faster than anything else. After that, every new member counts toward both the 35-point goal metric and the 15-point raw count.
